Foreign Office, December 10, 1908. WITH reference to the letter from this Department of the 12th September last, I am directed by Secretary Sir E. Grey to transmit to you, to be laid before the Lords Commissioners of the Admiralty, a copy of a despatch from His Majesty's Minister at Peking,* inclosing correspondence as to the sovereignty over the Atoll of Pratas.

I am to state, for the information of the Lords Commissioners, that there would appear to Sir E. Groy to be no question of the annexation of the atoll by this country, in view of the undoubted claims of China to its sovereignty.
